Hello Travis, 

you can have the neural-net or sentient options, which allow mental
skills, and the robotic option, which allows physical and mental
skills. Or you can have both.

The Advanced Ogre Cyberbrain on p. 86 doesn't say "robotic", but on
further reading it seems it is, because the Ogres later in the book 
have the robotic hull option which requires a robotic brain.
