By the same token, if you don't have enough missiles, taking out a few recon sats won't help. You have to get most or all. That requires many missiles. If you have just a few missiles, how about potshots at troop shuttles and fuel transports? Beams in the Honorverse are often mutual suicide range. There is a laser-based AD vehicle in GURPS Traveller, but I didn't think it would be survivable for a relatively low-tech world without tree cover.
