Why should they be low-key? For a supers game, villains and 
heroes should be larger than life.

You don't have a quiet guy who services dead letter drops,
and never learns what he carries. 

Instead, you have a drop dead gorgeous alien infiltrator who 
sips shaken martinis, wraps influential Earthlings around 
her fingers, and needs to be unmasked in a public forum to 
stop her. (Afterwards the public will conveniently forget 
that they had one alien, and the next one will again be a 
stunning surprise to everybody.)

Is Earth aware of this (cf the Swiss) or blissfully ignorant?
Do they lean one way or the other? Compare again Switzerland,
Austria, Sweden -- political/military neutral, social/economic
a part of the West.

Or is there a covert fight going on, with masked defenders 
against Goa'uld infiltrators? If so, who enforces the 
masquerade? Are the defenders tempted to tell the truth and 
recruit help from the vast population of Earth?

Earth is aware of the power blocks, but not of their covert
fights?

Were the people of this world aware what was happening? Or 
just constant civil war with an occasional influx of arms
shipments, mercenaries, and stealthy camera drones.
