TL are handy label to slap on things that have Earth's timeline, or are supposed to feel like they have earth's technology timeline. But it's just that, a handy label. It makes it much harder have truly alien culture development, where technology (and not just technology, but knowledge generally.) progressed differently because there wasn't some cultural or religious baggage with false fixed ideas getting in the way.
