4e makes the recognition that it's all magic, and there's no reason you
need to have all the magic conceivable nor, even it you do have it all,
that it becomes available in the order that 3E decided it did.  it's simply
neither Generic nor Universal to do it the 3e way.

TL are handy label to slap on things that have Earth's timeline, or are
supposed to feel like they have earth's technology timeline.  But it's just
that, a handy label.  It makes it much harder have truly alien culture
development, where technology (and not just technology, but knowledge
generally.) progressed differently because there wasn't some cultural or
religious baggage with false fixed ideas getting in the way.  You have to
say "TL 4, with TL6 economics and business systems, because no one ever
thought that 'usury' existed".
