All of the above? The old debate if COIN is a lesser included case
of major maneuver war or a special case. 

The suits are for broken terrain in major wars, where tanks are 
too big and bulky to maneuver well. They have arms, ammo, armor, 
and slightly better mobility than a guy on foot.

They can't replace a MRAP. They're not fast enough for patrols and 
they can't resist IEDs. In urban combat, s**t happens. On nation 
building missions, each casualty is one too many. 

In COIN or LIC, they could be used as reaction forces in narrow 
back alleys, but that would mean I need battlesuit carriers to 
get them there fast.

When all is said and done, the suit will be too bulky and too 
expensive (1 ton, about $400k) for general issue at this TL. It
has to do will in major wars, all else is a bonus.
