I have set my overall reading speed in the menu area. I will set a baseline
for my comfort and then can vary from that selected baseline with the quick
keys.

The only thing I can tell you is: speed settings are not saved when you
change files or folders. I have never tried to change the speed of files
in the menu. I just use the shortcut keys. I'm sure someone will correct
me if I'm wrong, (I hope they will.), but I think the speed settings in
the menu are for the prompts.
