I'm not the Brian that originally posted but I took a look at this book on both the book sense and victor reader stream.
The sections that appear to be skipped are simply not marked up.
The marks appear to correspond to the tone indexing information. The headings not marked are within those sections. For instance, the ascending rifelberg section has within it the piece on the german language. The short answer is, the booksense is tracking the headings that are there.
