I appreciate your and Brian's look at the inability to track the
headings on this particular book.
I did locate the heading by jumping around using the time
feature. The essay "The Awful German Language" begins at 18 hours,
45 minutes 15 seconds. If the NLS didn't mark this up originally of
course I don't blame the Book Sense for not seeing it.
However, I did notice a little odd quirk when navigating to that time
mark. Once I cued up the start of the essay and press the pause
button I got the time of 18:45:15. However after pausing I pressed
the 0 key again to get the time and this time it reported another
time nearly six minutes earlier, 18:39 and change. The reading,
however, started right where things were left off, so somehow when
pausing and multiply reviewing the elapsed time output I get this
time difference. I repeated the task several times and it always
reported a different time the second time than when I first noted the
first time.
Any ideas?

The sections that appear to be skipped are simply not marked up.
The marks appear to correspond to the tone indexing information. The
headings not marked are within those sections.
For instance, the ascending rifelberg section has within it the piece on
the german language.
The short answer is, the booksense is tracking the headings that are there.
