We are not currently seeing this problem in any applications that use
browse mode. Hopefully with posts to this list we'll get something
that helps us duplicate it.

read window keys work or it is reading a page different than what
is in the client area and then control-shift-w and
control-shift-r read the same page the navigation keys are
reading which is different than that displayed.
The problem seems to happen most often when the application is
first launched or after switching back from another application.
