One of the major points of this information bar is to allow a user to select
to have Firefox remember the password before actually navigating to the
page--let's say, five minutes after it is loaded. The only way I have
managed to access the information bar is to turn off browse mode and press
shift+tab.

Firefox 3 handless password remembering differently than FF2. Instead of
bring prompted with a dialog, you're prompted with an information bar.
Listen for the shortcuts, and you'll be able to access the options quickly
once you hear the prompt.
