I had a little of that with a new dell with vista home basic.
After you get narrator going, alt-tab and see if you have some setup
stuff.
I found all the time and date stuff to confirm.
Then I found windows tour.
I checked do not show this again or something like that.
After all that is gone, try restarting the computer.

Hi there,

I have a brand new laptop with Windows Vista on it.  I got to Narrator
and activated Windows Vista by agreeing to terms of license.  I've tried
installing Window-Eyes 6.1, for which I have a CD on the computer and I
get no speech to allow me to select set files or download voices I want
on the new computer.  The Cd is silent and Windows narrator is the only
thing that speaks...and not too well at that.   Do I need to go back to
WE 6.0 or how should I proceed?  I do not have Office installed as I was
hoping to get WE installed first.  What am I missing here?  Thanks for
your help.
