NO, what you do is press alt-insert w to get the weather in a display window, 
then just press escape to make it go away when you're done.

  Hi  Listers,
  I have a question about the weather script.
  I was told if I press the ctrl incert w keys twice that a dialog box would 
come up and I could review the weather information manually besides hearing it 
spoken.
  It doesn't seem to be doing it.  Do  I need it set up a certain way?
  I am using windows xp pro sp2.
  Tried alt tabing away and coming back,  but no weather info.  I usually 
access it from the desk top.
  Also tried ctrl dtab.
