This might not be all that strange an occurrence.  There are several check
boxes in the new page information list of the browse mode group in the
verbosity dialog.  The status messages check box is first in tabbing order,
the number of lines check box is second, and the number of links check box
is third.  The default state of the first two check boxes is unchecked, so
when the Browse Mode buffer loads, number of links is the first information
Window-Eyes gives you.  I doubt not that you have noticed that on long web
pages, you sometimes hear the number of links spoken twice, maybe even more
often.  Apparently, speech sometimes begins before the Browse Mode buffer is
fully loaded, or, equally likely, the page information has changed and the
browse mode buffer refreshes to get that new information.  Because I have
the status messages check box checked, I sometimes hear the phrase "Loading
page" spoken twice, sometimes more often.  Had I not checked that check box,
Window-Eyes would behave the same for me as for you.

Microsoft's MSAA mode still needs a bit of tinkering before our world is
perfect.  My suggestion for the time being: overlook it.
