Hi, I just tried the site and I have adobe reader 9 installed here. Adobe reader came up as you suggested, but in my case, using vista home, the document was processed and we 7 read it perfectly.
Apparently it's a form you need to fill out. What I'd suggest is to go to the link and press shift f10 or the context menu key on the keyboard and then locate the "save target as" option and then save the .pdf file. Next, try opening the .pdf file in your adobe reader offline. I used to have similar problems with older versions of adobe reader, but it seems much better with adobe 8 and beyond.
