There are, as far as I know, 2 ways of disabling a sound card. First you might wand to check hardware wettings to see if the card is disabled. If it shows up as disabled you can simply enable it. If it does not show up, I think you will find that it is disabled in BIOS In that instance, I think you need sighted help.

the control pannel?  Are you sure that its not just muted?
