We're just not seeing this. If I have a script which is outdated and I
have the option set to check for updates when the script loads, when I
load the script, I get a notification that there is a new update. Also,
downloading scripts from Script Central works for me. I just choose open
from the download link and the add/remove dialog opens directly and I
can install the script just fine.
