The obvious answer is cost.
Software speech such as eloquent and dectalk  access 32 come packaged with
window eyes.
The next answer is availability.  As far as I know there are only two
hardware synthesizers on the market
also with computing power being what it is today.  Software speech does not
create a negligible performance hit.
Also if you have multiple computers using a software synthesizer is just
easier.
Because there is no box to carry from place to place.
Start your  screen reader and it comes up talking with a software
synthesizer of your choice.
