You are correct black board bought web ct so they are one in the same now.
I have not seen issues with accessibility either.

I think that's similar to the myBlackboard that we use and it seems to work
just fine.  It is just a way for profs to host discussions, forums, files,
and other class materials.  I have heard of people complaining about its
accessibility before but honestly I've not had trouble with it yet.
