No, I don't think there's a way of repairing window eyes; you should however make sure you're running version 7.01.
You can hold down the shift key while outlook is starting, and that starts outlook in safe mode (which means it doesn't load any of it's add-ins). I did have trouble with an add-in that Dell loaded on a new pc for outlook.
