Hi Mike. What you're saying is interesting. For me, if the wrong setting is
checked when installing Skype, only the first couple of digits in a phone
number can be read. The rest read as "dot dot dot." This happens even if you
arrow over each digit. At least that's what I've experienced.
When I reinstalled Skype, with the option to allow left clicking on properly
coded numbers unchecked, the problem disappeared. I could then read each
number, either in a group, or at least as individual digits, as you have
described here.
I'm not sure if this is the case universally, but it worked for me, as well
as for a couple of people on the list.
Now then, if you have the left click option enabled in Skype, it would be
interesting to know, and to try to figure out why it works for you. My wife
is sighted and understandably would like to be able to left click a number
and have Skype connect it.

Subject: Re: Reading phone numbers on a web page
I have had this issue also; however, when reading by character, I have
always found the numbers to be actually present.
Today is a day to count our blessings, but let us also remember to thank
the Giver,
for it is His love and not the blessings that should compel us to
thanksgiving.
