The major portion of the feature you desire is available in the SecondGlass
script.  Here is the information from Script Central.  


SecondGlass 2.21  by
GW Micro
SecondGlass is designed to run as a global script, and will play a tone once
every
second while the mouse pointer is an hourglass. This could be useful for
providing
auditory feedback about processes that take a long time to complete.

Hello,

     I hope this doesn't sound like too odd of a request.  I would like to
see an option added to the mouse voice "Off with pointer identification On."
Some programs I don't want the mouse voice on, but I do want to here what
the pointer is doing to indicate what the program is doing especially the
hourglass letting me know the program is busy.
