I think a script can be written to accomplish this. As Suzi has mentioned, there is a script called Second Glass that does part of what you want.

Hello,

I hope this doesn't sound like too odd of a request. I would like to see an option added to the mouse voice "Off with pointer identification On." Some programs I don't want the mouse voice on, but I do want to here what the pointer is doing to indicate what the program is doing especially the hourglass letting me know the program is busy.
