OK. Here it is. I think I may have sent it accidently before I got finished.
1. Navigate to the link or button entitled "download and press
enter. Unfortunately the method of doing this is different on different
websites.
2. After you press Enter, you will get a dialog that contains a "Save"
button and an "Open" button.
tab to the Save button and press the Spacebar.
3. Now you will be presented with a dialog, much like the Save dialog in
Microsoft Word, or any other Windows application.
4. Tab to the Save" button and press the Spacebar.
5. You will then be presented with a dialog which gives the progress of the
download along with some other information. There is a checkbox which
says"close this dialog when download completes". Make sure that this
checkbox is checked and then you will know when the download completes
because the dialog will disappear. You should also hear the progress of the
download if you have the Progress Indicator script loaded.

Yes, it is possible to download files from the internet without sight
assistence, and Window-eyes will let you know when the download is
finished. There is a box in the download dialog that you have to
check in order to make that download disappear.
The method of downloading depends on whether you are using Internet
Explorer or Mozilla Firefox, or another web browser.
