support issues, and a high licensing fee. I can't see us doing that

And you're correct about later operating systems. Vista and up command a
completely re-designed sound architecture that many of these older
synthesizers simply don't understand. As these voices were never
specifically designed for use within a screen reading environment, and
with the advent of other TTS voices compatible with more commercial
applications, the developers had/have little to no incentive to bring
them back to life.
