John, This is probably a scanned pdf document which is really an image file. No screen reader can read this. If you have an ocr package such as openbook you can open the document and press ctrl+p to print and select the freedom import printer. This will convert it.
These documents are created when a company scans an image of a printed document and saves it as a pdf rather than using adoe to create the document properly. My employer uses this approach a lot.
