Try this:

in outlook, there are 4 options of things it can do when a new email
arrives, and 3 of them involve displaying something.  go into it's options,
and disable the 3 things involving changing the display.

in particular, press alt-t for the tools menu, and o for the options choice,
and you'll be in a multi-tabbed dialog.  find the "preferences" tab (should
be the one you enter into first), find the "email options" button, and press
it.  find the "advanced email options" button, and press it.  find the 4
checkboxes which cover what to do when a new email arrives, and make sure
only the one for "play a sound" is checked.  then, "ok" your way out.

then, see if this fixes your problem.  please let us all know.

I am running WE 7.11, Vista 64, Outlook 2003 and IE 8.
I have a focus problem if I have outlook open and minimized to the task bar
and running IE 8.  I am somewhere on a web page in IE and I get a new Email
in Outlook.  When this happens I am moved back to the top of the web page.
