Alt-N will get you to the accounts drop down in Outlook 2003.  I discovered
this toward the end of using Outlook 2003 and it made life easier than going
through the steps that Chip outlined.  

After pressing Alt-N, you tab to the list of accounts and arrow down to the
one you want and press enter.  You then tab through the fields at the top
until you are back in the message body.

BTW the short cut to the accounts in 2007 is Alt-A inside of a message.

Hope this helps.

Also send through specified account is the condition you want to chek when
creating the rule.  I believe this is the same in 2003 and 2007.  It's been
a while since I did one of these in 2003 though.
