Hello. The reason is because of the new operating system. If you were only using XP or Vista, then you could go from a 6.1 CD of Window-Eyes and upgrade to 7.0 and then to 7.11 all without using a CD.

So the CD is only necessary when it comes time with dealing with a new operating system. The same was true for Windows Vista. Even though 6.0 to 6.1 was a free upgrade, one would need to have a 6.1 cd to install on vista while XP users could simply upgrade from 6.0 to 6.1 via the download.
