Unfortunately, narrator either fails to start, or,if it does, I get no
information but key strokes--buttons, menus, and text do not speak.

If I have to speculate I think the problem might be related to MSAA.
When WE stops talking, I am able to call up Narrator and use it to close
applications like IE or Outlook. When I close one of these programs, WE
will begin to speak again.
