Hi. I think that people may feel comfortable with an established set of hot keys. This way they are not fighting with the screen reader to use Windows. However from our tech support experience, using the Jaws layout in Window-Eyes seems to be a black and white issue. This means that people either like it a lot or hate it a lot. The reason for this is because the jaws layout emulates some of the hot keys which Jaws uses, but because Window-Eyes and Jaws have different approaches to handling things, the emulation doesn't go very far.
