I'm having this exact issue running Windows 7/64 and WE 7.11 with Outlook 2007. I have to start Outlook five or six times before I can see the actual list of messages in my in-box. I didn't have this problem with Vista, but it's constant and chronic with Win 7 and Outlook 07.
