Recently, there was a question on the list, from a user, who had nott got any 
high priority updates for his Windows, for a long time. I did deal with a 
similar problem, last year. There is a few things, that might prove helpful, 
before rushing to the huge step of reinstalling your system. I will go through 
some of them, and hope it will be of any assistance:

1. The trouble might be caused, in the case there has been a failure to an 
earlier update installation. You might want to go to your systray, ins-S, and 
look for the message, telling that there is updates available for your 
computer. If this message is to be found in your SysTray, press Enter on it, 
and follow onscreen instructions.

2. Going to the update site, there will be two choices. The first one, which is 
the most commonly used, is to have Windows automatically checking for high 
priority updates. If this fails, you can always give the second choice/method a 
try. This will give you a list of ALL available updates for your system, and 
you should be able to run a COMPLETE install of all this stuff. Usually, this 
will hold only a few language files for your Internet Explorer, except from all 
the high priority updates available.

3. I also have seen this happens due to the fact that a certain ActiveX has got 
deleted from your system. An ActiveX is a small script like thing, that 
installs on your PC, and gives other computers access to your system. Although 
this can be dangerous, in Microsoft's case, it simply lets the server collect 
the necessary information about your microsoft products installed, and which 
versions is currently running. Based on this collected information, the 
Microsoft server will determine which updates will be of interest to you. 
Normally, first installed, this ActiveX will stay permanent on your PC. Yet, I 
have seen registry cleaning software - like Advanced System Care - removing the 
ActiveX from your system, on each run. So, if this is the case, trying to run 
the update feature of Windows, the server asks for collection of information, 
and your PC 'does not know' what to do, and hence gives no information to the 
server; causing the server to tell, that there is no updates to be found. How 
can you work around this?

When getting to the p update site of Microsoft, please check to see, if there 
is an information bar. In Internet Explorer, you can try to press ALT-N. If 
there is an information bar, you will be taken there, by this hotkey. Press 
Space, and R twice, and the ActiveX will be reinstalled, and your system should 
communicate fully with Microsoft's server, and get updated.
