I've tried all of these, and when it hapens to me, I have to exit IE.

when it says top and bottom  two things are happening.
it may be that the page did not fully download. press f5 to re load the
page.
the page did not load into the browse mode buffer. try pressing insert
backslash to re draw the screen or press f5 to reload the browse mode buffer
or reload the page.
you do not have to exit i e.
