OK, first of all, did you ever try the WeatherAloud software from nextup.com? 
It gives you most of what you ask here, and there is a fully functional fifteen 
day trial downloadable from their website. 

Second, what this actually does, is to gather the info, and put it out in 
speech feedback, in an accessible software. If you want to go on the net, and 
have a complete list of all the info available in the net browser directly, why 
don't you just go to the actual website. you find it at 
    weatherunderground.com
Go to the edit box, type in things like "London UK", or whereever you want to 
check, or input your local airport's international code. Then hit Enter. You 
will be taken to the website, holding several infos about weather conditions, 
forecast, sun and moon state, barometics and much more. First you are there, 
save the page in your favorties, and go there, whenever you want to know. Or 
set it as your homepage.

want, like barometric pressure, rainfall, wind speed chill direction. Temp

  They will do temp. wind rain, but no barometric pressure. Etc.
