Johnny, Some multimedia keyboards, those with special keys at the top that control volume and music players, have software that allow hot keys to be defined. These hot keys can conflict with some regular Windows key combinations such as Alt+F4. If you have such a keyboard, find its entry in the System Tray and investigate the settings to see if these hot keys have been enabled. My Logitech keyboard ended up in this state once upon a time. Quite frustrating until I found out what was going on.
