It does not mean for sure that it's a we problem but, it's much more likely.
Now what if you use we and turn off scripting completely?
What if you use a different screen reader and not we?
You can use narrator or nvda they are both free.
You can also try www.satogo.com it's free as well.

I had my sighted wife use the computer opening and closing numerous web
pages as well as starting and closing IE 9 and had no crashes. Does this
mean it is a WE problem maybe not as it doesn't always crash with WE
running.It is a real pain as when it does crash speech is lost until you
can somehow close the dialog box and IE closes.

and a dialog box comes up stating that IE has encountered a problem
