I also have that issue. I see two entries concerning IE enhance, one is always stopped and the other does show in a running status. I can not start the one that is stopped and have it continue either. I was considering getting rid of them both, but not sure what they really do. Possibly they do something we need, possibly not much and possibly create complex instability not present without them?
