I found the 2 file you mention.
I just open my 75 upgrade setup file and its right there

So I just extract it and put it on my potable

Tony,

On your Window-Eyes CD is a folder called wineyes, and inside this is 
another called runtime. If your notebook is 32-bit, run vcredist_x86 
(2010).exe. If it's 64-bit, run vcredist_x64 (2010).exe. Once installed, 
Window-Eyes should work.
