A blind person can install windows by themselves, but it is not for a
beginner necessarily.
You can do this in various ways, via cd, hard-drive, thumb drive and
dvd, etc depending on your build of windows and your hardware.

I also had this problem under XP with WE 7.2as well as under W98
with the then version of WE. Removing all but necessary items from
msconfig did not help.
The only solution which did fix the problem was a clean
installation of MS Windows. A bit drastic I know but this is from
my experience. Maybe you could consider moving up to W7 by means
of a clean installation. This worked recently for me.
