Yes, there is. On app central. I think it is called either smile, or smilie.
Be aware though, that although helpful in places like Email and chatting,
where you would expect to find imoticons, it is very helpful and
smooth-working; also, several users had it uninstalled a while back, due to
it's interfering with documents in Word and Notepad. That is, in plain text
documents, where you would not expect to find such symbols, and of course
the app did not find them either, still the app actively would search each
line of text in your document for the icons. This search-through of each and
every line in a document, caused the speech to slow down. Specially on big
text documents, you would find the speech remarkably slowed down. Whether
this behavior has been fixed in an updated version of the app, I am not able
to tell you, as I have not been using the app for the last year or so.
It is still worth a try. If you find, in your computing day-to-day activity,
that the app is helpful, I sure encourage you to make use of it. It won't
harm anything. I just wanted to let you be aware of the risk, that it might
have a drawback in your text or word documents, or even on certain webpages,
all based on my own and other users realization. Again, it is available on
app central, so go ahead and try it out for yourself.

Hi list,
I'm jus wondering. Nowadays we use :-) to create a smily face and
there are many more of these signs that people use. Maybe it sounds
crasy but is there an app that one can download to "tell" you what the
emoticons is? for example when someone writes :-) WE announces
"smile" etc.
