I use Excel 2007 fairly often and other than the Find/Replace feature being sluggish, navigation amongst cells and worksheets isn't sluggish. A couple of things: are you accessing this from another drive such as a networed drive other than your local drive? If so perhaps the network is itself creating issues.
i have 2Gigs of RAM on the Windoes XP Professional Laptop that I use which is probably a little sub-standard in terms of robustness but it's sufficient for my needs. Still if the Excel data you are attempting to access is high in volume and I.E. comprises several hundred rows and columns, perhaps this is what could be bogging things down.
