You have made the same unfortunate discovery I made previously
the only available keyboard layouts now are the default and the laptop layout
I myself never used the jaws keyboard layout however I often use
the  vocal-eyes keyboard layout when I needed to control window eyes using 
Dragon NaturallySpeaking
unfortunately I know of no way of getting these keyboard layouts back
however there is a utility that ships with window eyes that will help you the 
jaws user learned the default window eyes layout  it is called jaws  quick key.
you simply press ensert j.  You will then be prompted for the key you wish to 
press
at this point issue the jaws command for example say title ensert t.  You will 
be informed that the window as command is title and status of program control 
shift t
another good reason this layout was removed is because under Windows 7 and 
Windows Vista the Windows and number pad commands are now system commands and 
because of the nonaggressive way window eyes hooks  into the keyboard these 
commands are no longer usable by window eyes and they were used rather heavily 
in the jaws keyboard layout
this does not explain however why the vocal-eyes  keyboard layout was removed

I might be behind the times but wasn’t there an option to set your keyboard to
