yes this is a w e problem. but if you tab away and back to the desktop it will 
start talking.
another time it will not talk is if you use the windows task kill program to 
close w e if it crashes.
the desktop will not talk at all until you open the w e control panel and close 
it the normal way and reload it. then the desktop will talk after you tab away 
and back to it again. w e is doing this with 32 bit vista and 64 bit windows 7 
premium.
