No; this is not a Window-Eyes issue. What is likely happening is that
the attachments themselves are being displayed inline, which usually
occurs if the sender composed it in HTML. Our Alt-7 hotkey places your
focus on the attachments area of the window but only if it exists. This
control is not present in the case of inline attachments.
