Casey,
A tooltip showing details about the thread over which your mouse is
hovering is popping up, and Window-Eyes is reading it. If you don't want
to hear tooltip popups, you can go to the General/Other node in
Window-Eyes, and set Speak Tooltips to off. This behavior is controlled
by Thunderbird, however, and I don't know if you can disable it or not.

I have followed the steps in the article that Stevehad me go to.
So did I do something incorrectly or does then mean my window-eyes is
messed up somewhere along the line and I have will have to reinstall it
to fix this.
Or is this going to be looked in to.
I hope someone can understand what I am talking about and hopefully
there will be a correction for this.
Or something I can do to correct this.
