I have been coming across this problem for the last few versions of WE. Often redrawing the screen helps.
As for IE 9 there might be an open dialogue some where that might be causing the problem. For example if you are using Over Drive Media Console that gets launched when downloading a book from a library, a dialogue will be there some where in the back ground.
