I have noticed this only on some web sites but what seems new to me is we saying page info like links once and then refreshing itself several times with more info until it seems satisfied that all of the info is complete.

Does we need time to keep buffering the page or does it do it all at once depending on page size?

As for IE 9 there might be an open dialogue some where that might be
causing the problem. For example if you are using Over Drive Media
Console that gets launched when downloading a book from a library, a
dialogue will be there some where in the back ground. This is the one
that is waiting for a decision regarding location.
