I did earlier and reported, but in brief, ctrl-v does start the offline person's voicemail recording, but when you press the stop and send button you get a failure message, the same one you reported earlier. You can call the person who is offline and leave a voice mail after the line rings and the voice mail answers. In that case, you press the end call button and it does seem to send the voicemail you left.
So maybe all of this is related to the ctrl-v issue.
