First as for the sound issue, you need to get to the sound settings and make sure that your audio device is set so that it doesn't allow applications to adjust the volume.
Also, with Skype it wants to launch automatically every time you power up your PC. Depending on what version you have the ability to check or uncheck the option to start Skype automatically may not be accessible with a screen reading program. You can always press control+shift+escape to call up the Task Manager. Then under the Processes tab find the Skype process and terminate it before launching GW Skype.
