I didn't think of checking my set files but I noticed that my application
key didn't work here in OE either.
I did as you sugested and went and checked for the factory sets. My word
sets were out of date. My OE sets were modified. So I thought that might be
the problem.
I updated all sets that were modified to the factory sets. I over rode any
files that were modified and replaced them with the factory sets. and Not a
thing changed.
the contrl shift ? (question) still does nothing at all. I have no
application help. when I went through all the sets this hot key is referd to
frequently for help.
It is not working at all.

I tried that one before yu just told me and again after you told me and
it does nothing while in Word 2010.
This does happen to be a document opening in compatibility mode.
Is that causing this hot key to have no function?
