I didn't think of checking my set files but I noticed that my application key didn't work here in OE either. I did as you sugested and went and checked for the factory sets. My word sets were out of date. My OE sets were modified. So I thought that might be the problem. I updated all sets that were modified to the factory sets. I over rode any files that were modified and replaced them with the factory sets. and Not a thing changed.

the contrl shift ? (question) still does nothing at all. I have no application help. when I went through all the sets this hot key is referd to frequently for help.
It is not working at all.

it does nothing while in Word 2010.
This does happen to be a document opening in compatibility mode.
Is that causing this hot key to have no function?
